So I'm planning on getting an aftermarket CPU cooler just in case I plan to over clock in the future. I'm deciding between the Noctua NH-D14 for $70 or the CM Hyper 212 Evo with a octua 120mm fan Nf-F12 (total $52). I like quiet, reliability.

The NH-D14 will positively destroy the EVO when it comes to overclocking.

Due to its higher cooling potential, twice as many fans (and better ones at that) it will most likely be quieter than the 212 too. Think of it this way, if the CPU isn't getting as hot, then it doesn't need to ramp the fans up to cool itself. The higher the cooling ability, the less noise it will most likely make.
Noctua are known for their low-rpm yet still high performance fans.

Both coolers will offer a decent OC, the NH-D14 will obviously go a bit higher.
If you don't plan on overclocking, or if you only plan to minor overclock, both coolers will suit that purpose - The 212 being the wiser choice given its cheaper price tag. For higher clocks, the Noctua will serve you much better.

There is an updated model to the NH-D14, the NH-D15 - It's slightly more expensive and, to my knowledge, slightly larger in height, so you might want to see if your case can support it. Compared to the previous model it offers quite a few improvements in temperatures, whether that's worth the higher price is entirely up to you.

Although this is an issue with both coolers, the Noctua will likely run in to slightly more RAM clearance issues, depending on your sticks.
Might want to just double check there's enough space there to avoid incompatibility.

I say go for the Noctua, at those prices it's only a minor amount extra from your pocket for an all-round better performer.

I would not recommend replacing the stock Hyper 212 fans with the Noctua NF-F12 PWM unless the stock fan wears out and it requires a replacement. The stock fan on the Hyper 212 EVO is an excellent performing high rpm and high cfm fan, that actually performs slightly better in terms of cooling.

I build and sell custom PC's for a living. My numerous tests comparing the Noctua NF-F12 against the Hyper 212 EVO show that the stock fan in the Hyper 212 EVO cools on average 2 degrees Celsius cooler than the Noctua (The 212 EVO is a higher rpm fan pushing greater cfm). The EVO 212 fan is also a very silent fan providing you keep the fan speed on normal setting. No reason to change this fan folks, just pissing your money away. Boggles my mind why people insist on swapping this fan out. Noctua make great fans, and I use them in many of my builds, for chassis cooling and some heat sink/CPU cooling applications, but absolutely not for heat sink/CPU cooling if one is already using a Hyper 212 EVO. There is simply no need for it.

And don't even get me started on the colors. The horrid colors of these Noctua fans make a nice case into an ugly looking case. Certainly wouldn't put them on if you have a windowed case unless you want a case that looks like someone puked inside of it.
