trouble with new cpu

i am making a new cpu for my self. i have
corsair 430 power supply
Asus M5 A97 motherboard
the trouble i am facing is when i put all the components in the tower and press the power button to turn it on for half second and again turn off after that it didnot turn on. then i unhook the power supply and when i did again the same thing happened. On motherboard the green light is on.
please help me

No the cpu fan is not spinning. But the power supply fan shows a little movement when i press the power button. But it stops after showing a movement
I am building my own.

i am building new desktop for my self, the problem i am facing is that, when i press the power button of the chassis the power supply fan moves a little bit and stops, there is a green light on my motherboard which is on when the power supply is turn on. i checked all my connection throughly but could not find the reason why it is not starting up
