Lag spikes is the ISP network and or the servers you are connecting to. Almost never originates in the user home system. And yes a recent MS update reset the windows theme in some odd ways. Just right click on the desktop and select Personalize. That will take you to the many appearance options available. The process you point to is a valid windows item and is needed for the system to run.

Ya the 9 Chrome processes. I am not a chrome user so maybe this how it works but I just looked at what Firefox is doing on this system and it has 1 process open. I suspect you have a lot of this starting up with windows that may not have to. Memory usage does depend on whats being processed in the system so it is hard to compare one day to another.
