can anybody tell me more about this

IPixel Shader version 3.0 and Vertex Shader version 3..0

i need both of them to run a game can anybody tell me if it is safe to download them
that they won't destroy my computer or anything and also where can i download them

Those arent downloads. Those are functions of your video card. They are hardware not software. So if you need it for a game, upgrade. Model 3 has been around a long time.

I searched it on google and there where download link also on youtube and the video has tons of views and likes and decent comments do you think this is safe to download and install one

No, because those are fuctions of your video card (hardware). You need to upgrade your video card. Is this a laptop? If so, you can't cahnge out the video card.
