share files from a pc (wifi) to a smartphone(3g)

Hi, I have a pc conected to a wifi network and I want to share files with a smartphone conected to 3g network.
I know how to share files if both devices are conected to the same wifi network, but I want to acces the files while I'm not in my house.
Is it possible?

Another option would be to have some type of network storage (NAS) like a Synology that has the option for remote access via web. You would have to create a DDNS entry for your local network and set appropriate firewall rules in your router.
