So what is the best gpu ican get for 150$ to work with a core2due cpu..?

Gtx 750ti if u can get it or u can upgrade ur budget and get a r7 265 and u should be asking this ques in the graphics and display section.

Yes they'll run on medium settings 40+ FPS and that is because of CPU, not GPU. Some CPU intensive games like BF4 may not be playable on medium settings.
