best CPU cooler for £20-55 for overclocking, noise and temps?

Which cooler at this price range will provide the lowest temps, most overclocking potential ( i7 4790K) and best noise levels ( don't want the cooler to be too loud). I can have either a liquid or air cooler, don't have a problem with either.
So which cooler is the best at this price range?

If you decide to go that rout, and what people never mention is the installation brackets are screwed up. It will say for example they work with a 1150 socket which they do HOWEVER they sometimes do not come with the correct installation bracket keep that in mind. if they dont line up dont force it.
