Ethernet Network Card question and a few others

So I have what I think a 'faulty' motherboard. It's the ASRock H77M which I have for just over 2 years. I recently found out that the built in ethernet slot is not working like it's supposed too, it receives things really slowly and sometimes it even gets stuck at identifying forever. I did everything until the thing I hate the most which was a fresh re-install... which has no effect whatsoever. So I decided to get an ethernet adapter.

What I'm wondering is before I buy something I would regret is if I should buy the network card version or the USB version? I have been using a Wifi receiver all my PC life until recently which I needed to change and what I hate about this is that I'd have a higher ping.

1. Should I buy a network card or USB version?
2. I've seen a couple of ethernet network cards that mentioned it's a 32bit PCI adapter, does it matter what kind of windows bit version I have? (I have 64bit fyi)
3. Any significant difference at speed transfer between a PCIe or PCI?
4. Recommended PCI/PCIe adapter that is less than 15$? I'm currently looking at:

That's about it with ethernet and I wanted to ask somethings motherboard related.

So I found out that the 1150 LGA is newer than the 1155 I currently own. Say I decide to change my mobo because of the faulty ethernet slot, would a 1150 LGA based motherboard work with my remaining hardware(VGA, CPU etc)? Or am I stuck with the 1155 LGA based motherboard unless I replace most or all of my build?
