Setup is starting services issue

First of all, I'd like to apologise in advance for spelling and format, I'm unfortunately having to post from my iPod.

Alright, due to some recent file errors, I decided to reinstall Windows 7 (x64 bit) from the disc. However, partway through the process it crashed. No big problem by itself, so I put the disk in and tried again.

However, what has ended up happening is there are two copies of Windows 7 (which would normally be fixable with Msconfig), but now whenever I try to launch, normally or with any of the F8 options, I just get a screen with 'setup is starting services'. As far as I can tell, there's no way off the screen, Shift+f10 / ctrl alt del do nothing, and there's no way of exiting save from pulling the plug.

If I launch with the disc in, it just has a disc read error and can only be restarted.

Please, can anyone help me? I've been stuck like this for almost two days. Thanks.
