brand new powercolor 6970 graphics card won't work! black screen and USBs wont work as well.

i have a 6970 gigabyte graphics card that i have been using for a few months. i bought the same graphics card, from powercolor, on ebay, from neweggcanada. it was brand new, not used. i wanted to crossfire/sli these cards. but when i went to plug in my second graphics card, it wouldnt show display or even get detected. when i ran the not working graphics card alone, the monitors would stay black and my gaming keyboard and mouse wouldnt light up at all. once i press the power button to turn it off, there is no wait time; i dont have to hold it in. it instantly shuts off. once i revert back to my old gigabyte 6970, everything goes back to normal. i have tried uninstaling all old drivers, just in case. It didint do anything. any suggestions on what i could do?
SPECS

i5 2500k 3.3ghz processor

8 GB ripjaw ram (2 X 4gb)

125gb SSD and 1 tb HDD

MSI G-55 military class 2 mobo
850 watt ANTEC high current PSU

Well if the one card works alone and the other does not. I would have to guess you have a defective card. This happens from time to time.

It may not hurt to ensure your board is running the latest bios version from the MSI site(just in case). Please take note of any special bios settings(like AHCI for hard drives/ect) because a bios update tends to reset everything to defaults.

That was my first thought but i want to be 100% sure it's nothing else. i have tried updating the bios and it didint do anything. Probably should have mentioned that the fans are spinning perfectly fine.

Drivers are not loaded until the OS(operating system). Even without any IS installed things should at least post.

If you have onboard video you can try to connect to that to ensure video has not switched over to that(the MSI website seems to indicate you do have onboard video).

Surprisingly, it doesn't. i know my CPU supports it but there is no VGA port on my mobo.

Well, I guess you are down to testing the card on another system(See if a friend can test it for you) to see what it does.
