I'm looking to finally make the plunge into building my own system and was looking for some help. I started having some issues with my current PC, kicked the crap out of it, now it looks like I forced my hand to finally upgrade to an actual PC. Is there anything in my current PC that I could salvage to save some cost for a new build?

Current System:
Dell Optiplex 380 (small form factor)
https://www.dell.com/us/business/p/optiplex-380/pd
Windows 7 Pro, 32 bit
Pentium Dual core E5800 @ 3.2 ghz
4GB DDR3 ram
ATI Radeon HD 5570 (1024MBytes)
235W PSU

I'm looking for something that can play CS:GO on high settings, or at least some settings that'll get me over a steady 150+ fps. I currently play on absolute bare minimum settings and eek out around 40fps. I might look to play some MMOs (wildstar, gw2), I've just never had a system capable of playing those games on enjoyable/playable settings.

I'm looking at about ~$500 budget, but if I can pull anything out of my current to cut some costs, I'm all for it. That budget is also flexible if anyone thinks an extra $100/$150 will make a big difference. I have all the peripherals and don't need an OS. Thanks in advance!

Thanks guys. I'm thinking the CPU is what my current problem is, actually (I kicked that thing hard as hell). Was going to swap that out with another to verify, but I'm at the point where I need to upgrade anyway.

Should I go with:
damric's $600 AMD Budget Tweaker

CPU: AMD Athlon X4 760K 3.8GHz Quad-Core Processor ($84.74 @ Amazon)
CPU Cooler: Cooler Master Hyper TX3 54.8 CFM Sleeve Bearing CPU Cooler ($21.55 @ Amazon)
Motherboard: ASRock FM2A75M Pro4+ Micro ATX FM2+ Motherboard ($59.49 @ Newegg)
Memory: G.Skill Ripjaws X Series 8GB (2 x 4GB) DDR3-2400 Memory ($74.70 @ Newegg)
Storage: Crucial M500 120GB 2.5" Solid State Drive ($69.99 @ Amazon)
Storage: Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive ($49.99 @ Amazon)
Video Card: MSI Radeon R7 265 2GB Video Card ($139.99 @ Amazon)
Case: NZXT H230 (Black) ATX Mid Tower Case ($34.99 @ Newegg)
Power Supply: Rosewill Capstone 450W 80+ Gold Certified ATX Power Supply ($62.98 @ Newegg)
Total: $598.42

Or:
damric's Sub-$600 Low Power HD Gamer

CPU: Intel Core i3-4150 3.5GHz Dual-Core Processor ($119.99 @ Newegg)
Motherboard: MSI H81M-P33 Micro ATX LGA1150 Motherboard ($43.99 @ Newegg)
Memory: G.Skill AEGIS 8GB (2 x 4GB) DDR3-1600 Memory ($74.99 @ Newegg)
Storage: PNY Optima 240GB 2.5" Solid State Drive ($89.99 @ Newegg)
Storage: Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive ($49.99 @ Amazon)
Video Card: EVGA GeForce GTX 750 Ti 2GB Video Card ($119.99 @ Newegg)
Case: Xion XON-560 MicroATX Mini Tower Case ($29.99 @ Newegg)
Power Supply: SeaSonic 300W 80+ Bronze Certified ATX Power Supply ($45.98 @ Newegg)
Total: $574.91

Or are they both dated? I really have no idea what I'm doing here, so hard to pick parts myself without knowing what works best with what.
