Can't start my Computer

When i first turned on my computer, it asked if i wanted to start windows normally, i then pressed yes.
Then the Starting Windows screen appeared but the computer rebooted, it did this a couple of times.
Now i have the problem that when i turn on my computer, the fans and lights in the computer are starting, but there is no signal to the monitor, and after 2-5 seconds it is rebooting. It's rebooting before the Starting Windows screens appears.
If i keep it running it will stay in an infinite loops of reboots.

Take out all unnecessary cards, and just put in 1 stick of RAM at a time. Test and if it comes up, add the 2nd stick of RAM. If it fails, take #2 and put it in slot 1 by itself. Test; if it fails, bad RAM stick. If with both sticks installed, test by adding 1 add-on card at a time until you narrow down what could be causing the failure.

Thanks for your advice.
I've tested everything you have said, and nothing have changed.
I've tested both RAM on another system and everything ran perfect.
Do you have any other solutions?
