PSU low voltage

I just finished building a system and was checking all the hardware to make sure it functioned correctly.

I was testing my PSU (XFX Core Edition PRO650W) and on the 3.3v rail it was only outputting 2.773v. I checked all the other rails and they were within +-3% of the rated voltage. I tried it with a different multimeter and it read the same voltage. The PSU isn't new, I bought it from a friend. Is this a sign of a dead/dying PSU?

Could this also be affecting my GPU performance? My GPU is a Gigabyte GTX 760 with a clock speed of 1085MHz but even when I force it to run at maximum performance with Nvidia Control Panel, it sits around 800MHz and it throttles it's voltage way down. It's temps never go over 60 degrees when gaming. It won't OC or overvolt.
