WD Passport Reformat Instructions Needed. I/O Error and not showing under "Computer"

Hi all,
I have been trying for about two weeks to get this thing figured out via just about every tech forum known to man with people who have seemed to have the same problem as me, but no dice. Hope one of you can help me!

I have a WD My Passport Ultra 1Tb, and have been using it for about 5 months now. Two weeks ago it stopped showing up under “Computer”, though it does show up under “Disk Management” and “Device Manager” and the device information says that it is working properly. Assigning it a letter is not an option in disk management (It shows as “Disk 1”), as it says the disk is not even initialized. When I try to initialize it, though, it says the “request could not be performed due to an I/O Device error.”

I have tried it in other computers and it has not shown up there either. Other USB devices work in the USB slot. I tried running WD Digital Data Lifeguard Diagnostics and it says that my drive has zero capacity, and passes all tests except when I ask it to write all zeros, which would erase all the data, which it does not let me do due to a “Delete Partitions Error.”

I’ve also gone into “Control” mode and entered diskpart, but my drive does not show up.

I’m a Peace Corps volunteer, so I really don’t have the money for a new hard drive and *definitely* not professional file recovery so I’ve given up on saving my data (I have a backup of most of it in the States, thank goodness), but does anyone have any idea on how I can save/reformat the drive so I can still use it? Due to no internet/Netflix/reddit on the regular, this hard drive is basically the entirety of my technological entertainment.

I thought about that, but by the time I get home for a visit next (Christmas 2015) it will be out of warranty. Any ideas how I can fix it here?
