DDR3 1866 cas 8 is about 20 $ more. Is it worth it?
DDR3 1600 cas 7 is about 25 $

Are either of them significantly better enough for the price increase form DDR 1600 cas 9 (the one that is in the build)

Yes, 1866 is quite good, and cas 9 is the best for gaming but 8 is closer than 7 so yeah, go for 1866 cas 8

yes, you should, but i just thought you could only have one or the other, the best ram I think is 1866mhz at cas9

for gaming and everyday use no, there wont be any significant increase in performance. however since 1600mhz cl9 is really the baseline by todays standards and the fact that haswell can take advantage of faster ram 20$ isnt a big deal so i would prefer 1866mhz cl8. the higher MHz and the lower CL the better. 1600mhz cl7 would perform roughly the same with 1866mhz cl8

Of course i dont. As i said the higher Mhz with lower CL the better. that applies to everything! 1866mhz cl9 would only be better than 1600mhz cl9
