Solution
Lagging? In what way? Is it your internet speed? Also, what resolution are you gaming on? If you are playing 1080p then I wouldn't expect a 650ti to be best played at Med/High settings.
the 650ti doesnt do 1080p ultra settings on bf3 and stay above 30fps you will get drops down to low 20's and thats just in single player.
in multiplayer on a map like gulf of oman your gonna be in the low 20's as well if not high teens.

some settings you can change without to much loss in visual quality but will give a good fps boost are.

turn off standards msaa completely and use post processing low-medium only(if you dont use an fxaa injector, discussed later). if you do use standard AA then dont use post. (use 1 or the other never both as they conflict slightly which causes a bigger than should be performance hit)
hbao over ssao as there a bit less of an overhead.
turn off motion blur completely. you dont need it 1s your past 45-48 fps
turn down player mesh quality to high or medium.
you can turn down other mesh quality enhancements if you need to but you should be at about 45fps already which is good enough for online.
but aim for 60 minimum. 60 is the majic number because the game sends 60 data packets per second so the closer to 60 fpps you can get the better because this will mean every frame and hitbox is rendered accurately.
turning down or off soft shadows can bring a bump the same with volumetric lighting.

as your using nvidia consider using an fxaa injector, this will allow you to turn off post processing completely which will give you a bump.
the injector does have a slight performance hit but its not as bad as the games defaults.
1s you reach 60 fps minimum turn vsnc on and go into the nvidia panel and turn on triple buffering for bf3. this will help give a more consistent framerate.

make sure you use net smoothing. this will handshake packet data to and from the server and duplicate potentially missing packets.
this in turn will reduce or stop rubber banding, slewing and ping bounce.

lastly if your really stuck try something like the bf3 config maker it read your current settings and allows you adjust them. some of which arnt options in the game and creates a config file in the bf3 folder. if your unhappy with the results you just need to delete the .cfg and the game will revert back to your original settings.
