Hi, I'm new and first time going to build a gaming pc.
So I pick Seasonic M12II-520 520W because it's cheap and recommended watts(they said)
I know it is not supported by haswell, but I don't know if this PSU support C6/C7 States.
Or if this psu doesnnt support C6/C7, Any suggestions that costs 70$ below??

That's one of the best power supplies you can buy. You'll be fine.

I have the M12II 620 and it's working just fine with power saving. My i5 4460 (Haswell Refresh) runs at 800 MHz idle and kicks up to 3.2-3.4 GHz while gaming. That's a great PSU, just buy it.

It will work fine just make sure c6 and c7 sleeps states are disabled in the bios(they are disabled by default in every retail board I have seen as they are mainly used on laptops).
