Is my PSU failing?

Recently I have had a problem with my win 7 pc, another thread I created narrowed the problem down to the psu. The problem is, it takes multiple tries to turn my pc on. Sometimes the fans start up then turn off. Other times it reaches the BIOS ok beep and then shuts down. However once it reaches the login screen it seems to be ok. Is my PSU failing or what? As this is my first build I do not have any other PSU's to try out.

psu, corsair cx-750m
gpu, xfx 7870 core ed.
6 case fans on fan controller
1 tb seagate hdd

it can also be overheating issue with cpu heatsink or you haven't wired up propley check your wires check all again its stairing you in the face but welcome to the world of computers sorry aint more help brain going but keep looking in others will post jeff3
