Solution

1) As a NEWB you need to know you are very HIGH risk for breaking something (simple little things happen and well fry parts / break them easily) so your $700 may turn into $1000 or more having to rebuy a part YOU broke. NO they will not let you 'swap' a part out if they determine you broke it, they will tell you you need to buy a NEW one at YOUR expense. So consider this.

2) "run new games at high graphics"; new games like AC:Unity, BF:HL, Watch Dogs, etc. (2013 and forward titles) on 'High' graphics usually also want 1080p display and get frames (fps) above 50 (no lag, no hiccuping, etc.) requires higher end hardware then ever before, and thus the cost for that hardware (especially as you have 'nothing' but Windows) .

3) Dasulman made a NICE build at the price, but you will need to be aware you may need to throttle back on some games either on graphics (use Medium) or display (720p). As noted here using a i7 on WatchDogs yields in the 60s which for i5 be 50s http://www.forbes.com/sites/jasonevangelho/2014/05/26/watch-dogs-pc-benchmark-results-multiple-amd-and-nvidia-cards-tested/ . But that again is TODAY, Aug 2014, how will this be in March 2015? How till it play Xmas 2014 titles? How will you be able / not able to play Janurary 2016 (just 18 months since you bought this computer) with those titles? That is the questions to ask, your making a investment and PCs are very expensive to 'maintain' to get the 'same performance' as when you first started playing, and a BIG reason alot of people say screw it
and go PS4 since ANY game made for Consoles HAVE to always work and the hardware never changes. Surprisingly the titles that the NexGen are able to do 'as well as a PC' (again the 1080P High graphics around 60fps) is quite alot, and any new titles will also have to 'fit' inside that square peg outline of the Console's hardware, no matter if NVidia comes out with the Ultimate Titan Video Card or AMD releases a new FX -10000! CPU.
