You can try booting your computer into Safe Mode to alter settings.

Remove the Graphics card.
Plug the monitor in to your motherboard's video output.
Turn on the computer.
Click on start > run and type msconfig.
Select the Boot tab and click on the box that says Safe boot with minimal selected.
Apply then click ok.
Shut Down computer.
Install Graphics card.
Turn on the computer (should boot into safe mode).
Go into Device Manager.
Expand Display Adapter.
Disable the Intel(R) HD Graphics 4000 driver. (DO NOT UNINSTALL).
Click the start button and type msconfig.
Unselect Safe boot.
Restart.

Hopefully that works.

I had a similar problem when I was building my computer. I had to leave my graphics card out and use my motherboard's graphics until I updated my driver for my graphics card.
