I recently built a new pc with a noctua nh-d14, so I put like a dot of thermal paste with it. And while playing counter strike global offensive under full load it reaches 63c max. only 1 core is doing that though. Is this fine for my cpu?

Just for future reference, and any other readers, its always a good idea to also include the ambient temperature of the room to really gauge how effective the cooling is.

I see you have an ACX EVGA GPU, this will heat up the air in your case. Also, you have not told us the ambient temp. What case fan(s) do you have and in what configuration?
