New graphics card running very loudly at 100% fan speed.

Hello,

I've ran into an issue. I got another GTX 760 (3X Windforce from Gigabyte) and decided to install them in SLI. First thing I noticed when I booted up the computer in SLI was the noise coming from the graphics card's fan. I think it was at 100%, so I thought it would slow down once the OS loads - it didn't, It kept at the same level. I decided to check the temps and it showed that it was at 32C max. After a while of having the computer on and going through the basic troubleshooting it felt like I was in a server room or something, seriously it was abnormally loud even for 100% fan speed. I thought the issue was in SLI - so I took out the new GTX 760 card from the PCIE2 slot and left in my old GTX 760. Yup, it booted just fine and quietly (afaik my old GTX 760 boots at 100% also and it's nowhere as loud as the new one was). Then I decided to take out my old GTX 760 from the PCIE1 slot and put the new GTX 760 into that slot, leaving the PCIE2 slot empty to see how it boots then. Yeah, same loud noise again. So, I guess the issue is in the new graphics card.

What could be the issue here? Broken sensor? Broken fan mechanism?
I'd like to hear your opinion before I take the easy way out and return my order.

I'm running Z87X D3H mobo and a HX750 PSU.

UPDATE: I used MSI afterburner on my old card and I could regulate the fan speeds and I saw the current speed of them.
When I used the old card, I could not regulate the speed of fans and it said it ran at 0% speed.

I guess the fans are defected?
