I just started studying for my CCNA and purchased a Cisco Catalyst 2950 and a Cisco 2801 Router. Neither came with the roll over cable so i ended up purchasing a rj45 to rj45 roll over off of Amazon. I'm running Win8.1 and am lost as to how to make this work. I've installed both TeleTerm and Putty but the problem I'm having is getting the NIC to read as a Com port.

For initial configuration you need to connect via console, and for those specific models you need to have a serial port in your pc, if your mobo doesn't have it you'll have to use a USB to Serial converter plus getting a console cable (which should have come with each device).
