Battlefield 4: Low GPU Usage, Low FPS when After Burner is running OR certain maps

Now before you discard this as another of many similar threads, please know that I have been searching for a fix for about a week, and there are some specific details, such as this only happens on Siege of shanghai, and Golimund Railway, or however it is spelled. this happens on all maps when I am running MSI afterburner to monitor temps, and usages. Actually, when running AB, I get apx 10% GPU load, and am running 5 FPS, and this can be so bad that it prevents the map from loading.

First, Specs:
MSI GTX 770 TF Gaming 2gd5oc
Intel i-7 4790k (stock 4.0GHz speed)
G-Skill TridentX RAM (2x 4GB) at 2400MHZ
Asus Maximus VII Hero
Thermaltake Smart series 750 watt 80+ bronze

Also, I have the newest NVidia and Asus drivers for their respective components.

I had previously tried overclocking, just to see how it works with afterburner, but decided to do any real stability testing on a later date, so Everything I am running on now are on the stock speeds, and MSI Gaming App is not running.

I have been getting ridiculously low fps on Battlefield 4 when AB is running OR when above maps are on. The maps in question will work fine, but the fps will slowly get worse as the match goes on until it is unplayable. If I start AB while the game is running, I never break 20FPS, and the GPU usages never goes above 40-50. The temps are about 30 Celsius the whole time.

NOTE: this also happens when i run the OC Mode on MSI gaming app (on all maps).

to me it sounds like you have somehow created some profile in AB on how your GPU or GPU cooler to work under certain circumstances (like fan curve or whatever). I haven't used AB so I can't tell with 100% certainty but it sounds this way to me.

If I were you I would uninstall AB and use some driver sweeper like http://www.guru3d.com/files-details/display-driver-uninstaller-download.html and then install the latest drivers from nVidia's website.

If you want to monitor your GPU temps you can use HWinfo http://www.hwinfo.com/download.php (run in in sensors only mode).
