My 1 TB seagate HDD wont come off of read only

I have a "Seagate Barracuda 1 TB HDD SATA 6 Gb/s NCQ 64MB Cache 3.5-Inch Internal Bare Drive ST1000DM003" that will not come off of read only mode. It is NTFS format and even though the permissions are set to read and write it still will not write. I have an SSD that has the windows 7 OS on it if that matters. I have no idea how to fix this. My ssd isnt large enough to hold all of my steam games so it is very frusurating
