Hi guys I was looking to build a gaming pc for 450 dollars. I am not too good with computers but I would like the best performance possible. I will mainly only be using it for gaming no video editing. I want a pc that could run bf4 on high or ultra sett if possible and next-gen games on medium or low

Solution
Hi, I would save up a little more money and get this PC. This is the bare minimum I recommend for a gaming pc. If you want I can give you a list of a $450 pc, but you will be sacrificing quite a bit of performance.

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i3-4330 3.5GHz Dual-Core Processor ($129.99 @ Amazon)
Motherboard: ASRock H81M-HDS Micro ATX LGA1150 Motherboard ($49.99 @ Micro Center)
Memory: A-Data XPG V1.0 8GB (2 x 4GB) DDR3-1600 Memory ($74.99 @ NCIX US)
Storage: Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive ($51.99 @ NCIX US)
Video Card: Gigabyte Radeon R7 260X 2GB Video Card ($119.99 @ Newegg)...
With $450 you are no where near playing high or ultra in the PC and also playing next gem games. You should save up to at least $700.

Here's one around your budget.
