Help choosing powersupply for graphics card

I need help choosing a power supply thats around 700 watts for a buget of 150 $ IT NEEDS A DUAL 12 VOLT RAIL with two hard disk power connectors so i can use the power connector adapter that cam with my Nvida Geforce gtx 750 ti super clocked with active cooling extreme

What are your full specs?
Why do you want dual 12v rails?
You can use the 6 pin power straight from the PSU, no need for the molex adapters.

and on the graphics card box it says a minimum of 400 watts or greater psu with minimum of 20 amps on the +12 volt rail

Great PSU, made by seasonic. That card draws less than 100w most of the time, the 400w is a very large overestimate.
The 750w may be a bit overkill right now, but it will provide a great upgrade path.

XFX, Antex, Seasonic, Corsair AX and HX, and some EVGA are the best to use.

It wont matter which one, they are all very capable.
As for the PSU, XFX is a great brand, but if you prefer more wattage this is the best 850w on the market:
