R9 290 Low performance in Every game

Hello.
So... i just bought a new Sapphire R9 290 TRI-X OC and in every game i play the Performance is low, i triyed Overclocking to: Core clock 1100, Memory Clock 1350, and Power Limit 50%. But it didnt Work, Tomb Raider stayed in 40 FPS and other people and benchmarks sayd that it was 75 FPS, Here is my Specs

Sapphire R9 290 TRI-X OC

ASUS Z97-C

Intel core i5 4670k

8GBS of Crosair Vengense DDR3 plus another 4 GBS DDR3 from my old Gaming Rig.

and a 900 Watt power supply

Thats the Specs while playing Tomb Raider at ultra. but i only got 40 FPS, it should have 70

The first thing I thought of since all the others say everything checks out, get an antivirus and scan your computer. If you are someones slave (You have a trojan) They can view your desktop or run things persistently/ mine in the background. Good luck with fixing your issues.

I Built it yesterday and i installed an antivirus when it started

Even if you do have an AV, files can be encrypted so it doesn't get detected. I suggest doing a quick scan with Malwarebytes, also if it is a new computer, where are you getting these statements saying you should be getting 70 fps? Personal experience? If so maybe you are just in a graphically demanding part of the game in which the frame-rates drop.

The game has a Benchmark. so i tested the Benchmark and its not the same as what it shoukd be...

i already tested Malwarebytes...

The benchmark may be incorrect? I mean the way a benchmark works it pushes your card to see what you will be able to achieve, so yes, you should be able to achieve 70 fps, but as I've said you may be in a graphically intensive part of the game itself, or maybe everything such as the AI in the world cause frame-drops? (only theory)
