What does Windows 8.1 System Builder OEM DVD 64-Bit mean?

I have been building my first gaming desktop and I needed to find out what operating system to use. I decided to go with Windows 8.1 because I like it better, but I don't understand what the "System Builder" means. Can someone please help?

It comes like every normal Windows product. A 25 digit product key. If you bought the DVD version then it comes with a Window Installation Disc with a COA sticker.
You don't have to say your friend built the pc. Window 8 has a " Personal Use licence" which is different from previous version.

Now can the home user use it with a home built pc, very grey area, my advice, just use it and don't tell Microsoft you built it, tell them a friend did if ever asked, this then makes them a System Builder and validates Microsoft's licencing requirements and no issues with online activation !
