Hi, I am building a new pc (i3 4130, 280x), I want to use i3 graphic for a while and then buy a 280x, do you reccomend buying corsair cx500 or cx600,, and WILL IT DEMAGE ANYTHING TILL I BUY GPU? (because it will be used about 10%) HELP PLEASE
Not a chance. Either of your choices, 500W and 600W are more than enough for an i3 alone. Just for i3=500W all good.
600W is better if you wish to pair it with a good GPU (like the one you're thinking of). But a 500W is also good as your i3 won't OC and R9 280X doesn't take up huge amount of power. But still, 600W to be on safeside with a GPU.
Do not buy a CX PSU. Theay are not crap, but they do use inferior components compared to HX or TX Corsair PSUs. Look for an EVGA, XFX, or Seasonic. There are other good choices - where do you live/shop.

It is a big NO. It will not damage any thing. Regardless of the PSU power in Watts, your PC draws power only what is needed at a time. Don't expect your PC to be drawing power 600W at all the times. It does not work like that. At idle/normal use your PC may only be using power like 340W (for example) not 600W.
Just don't compromise on the PSU in terms of its quality of components. Better buy a good PSU so as to ensure the safety of your pc components
When high load is put on inferior PSUs, they fail, which can be avoided by either going for higher quality PSUs (Tier list: http://www.tomshardware.co.uk/answers/id-1804779/power-supply-unit-tier-list.html) or getting a higher Wattage PSU. the first option is usually preferred because of performance (or rather stability) / price ratio of good quality PSUs.

That's a very good PSU, extremely high quality (Tier 2 Class A) and very durable too. Go for it! It can handle both your CPU and GPU extremely well.
