The i7 does come with a stock intel heat sink and fan with thermal compund pre-applied. However, I would recommend getting an aftermarket cooler. For air cooling, look at any noctua cooler and for water i would recommend the corsair h100i. in terms of thermal paste, most reputable brands are good enough (e.g. be quiet and akasa).

EDIT: Also, looking at your build, i think it would be cheaper for you to get an i7 4790k on a s1150 board instead of the 4820.

Solution
For that CPU yes. A CM EVO would suffice if you don't wish to OC (or slight OC), but I'd get an excellent one like Noctua D14 to compliment that build and to get the most out of OCing.
For that case no, a good cooler would do as that case has pretty good airflow. Just get a good CPU cooler.
 
Oh absolutely yes! That's an excellent cooler, brilliant choice there :)

Pro tip: the Corsair vengeance have large heatspreaders, are big and bulky, heat up quickly and are a bit overpriced too. See if you can get G.Skill RipJaws X, they're really good sticks and comparitively low profile too so you don't have a hard time fitting your cooler.

Noctua are the best coolers around if you don't bind the colours. that'll be fine.
