Hello for some reason i am getting as i write this post

8.72 mb/s upload
20.75 ms ping
but my phone is getting wireless
28.90 mb/s download
9.57 mb/s upload
28 ms ping
i rang up my isp and they ran checks and fiddled with my router settings but nothing, My router says this
Broadband Type Fibre
Broadband State Connected
Internet State Connected
Time Connected 00:53:29
Downstream Rate 39.99 Mbps
Upstream Rate 9.99 Mbps
and im confused as to why im getting such slow download speeds, its in kb/s for some reason. i spoke to them for a good 40 mins trying to figure it out but im baffled and would anyone be able to offer any solutions or help please thank you
