Need help with an issue for my graphics card

Right now my friend is experiencing issues with his build, and mainly his GPU. Everything seems to be in right and everything is compatible. The PC turns on, is functional, and does work but there is this random black flicker at the top of his screen(about the size of your document tab and up across his screen. He believes it's the GPU because there is people with the same graphics card experiencing the same issue. This is his current build he's got:

If he has another graphics card laying around, or maybe from his other build, he can try to put the old one and try it. Its probably the GPU but it may be the monitor or even the video cable. If its the GPU maybe he can RMA it. XFX has a warranty of two years.
