Forget APUs. Get a i3 and add a discrete GPU if you want to game. Otherwise a i3 is plenty. Also, a 300W PSU might be enough. And you could add a SSD with the savings.

I really don't think 700$ will cut it for 3D and 4K, especially not both at the same time

A really good GPU and a 4K AND 3D display/TV.
