Does this happen during the install process of Windows7?

Can you select a drive during the install to install Windows7 on?

Do you know what drivers are you looking for?

If you are using a USB2.0 port for the USB stick and have the HDD connected to the AMD controller, you should be able to boot of the USB stick and install Windows7 on the HDD.

If you are using a USB3.0 port or have the HDD connected to the Marvell controller, you will need a driver to install Windows7.
