Are all of your fans spinning? How high is your ambient temp? Is your case dusty?

Probably an installation error. Did you follow all of the instructions step by step? Did you install the right amount of thermal paste and install it correctly? Is the cooler on tight enough?

No my case is not dusty. All my fans are spinning. It said not to install more than a grain of rice but i put a dot on and spread it out with a plastic bag.
ummm. my room temp is 69-74c

Water freezes at 0C and boils at 100C. You'd be dead if you slept a single night in a room that hot. :)
Assuming you meant 69-74F or about 21-23C, I suggest replacing the thermal paste, but don't spread it out this time: http://www.tomshardware.co.uk/forum/333968-28-thermal-p...

:D  Post here once you've replaced the paste so that we'll know if it worked.

Spreading out the thermal paste yourself can cause air bubbles to get trapped underneath the heatsink and cause ineffective heat transferring. The pressure from the heatsink will spread it out so you don't have to.

I just re applied the thermal paste and the temp went down by like 3-4c.

So what are the temps under load? 60C?

The highest it has gotten was 63c. Most of the time 60c. But thats play CS:GO and it uses like 60-90% sometimes even 100%
If its not at 100% its usually 53-58c. It worked good. Not using the spread technique ever again.
