Today I bought a new GeForce 650 GT video card to replace my old 9600. As I was taking out a screw that was holding in the old video card, the screw bit that I was using fell out of my screwdriver holder and landed right on the motherboard. I plugged everything in like I should (I hope) and now the computer is not turning on. Did I fry my motherboard?

Even if the new card is faulty the computer should be turning on. I find it hard to imagine that the motherboard broke from simply the screw falling on it.
Did you unplug any other cables?
I would try to unplug anything from the motherboard and only leave the power cables, RAM and CPU to see if it boots.

I took out the video card and left the cables in and no response. When I replaced the video cards, I unplugged the power supply from the wall, but I did not unplug the power supply from the motherboard.

Also, does any lights on the motherboard, fans or anything turn on? Is it just your monitor, or your whole PC? Make sure to turn your power supply back on if you switched it off. Also this happened to me before and the way I had solved it was flipping the 115 v switch to 230 then back to 115 (the red switch on the back on your psu) Make sure it is 115 if you live in North America, 230 if you live in Europe/UK. But be careful, if you put it on the wrong setting your computer may die. ( don't put it on 230v if it needs 115 v)

No lights turn on and my whole pc doesnt turn on. And I did ground myself. I would continually touch the frame of the case. I tried flipping the psu switch and nothing worked.

Check all the connections leading into the motherboard, if it is all connected, maybe try another PSU. Dropping a screw on a motherboard which is off doesn't sound like it would cause harm to the computer.
