Is it possible to overclock the AMD FX 6300 @3.5ghz to anymore than 3.5ghz without needing extra cooling. While playing games my CPU has gone up to a max of 64C. Idle is normally around 38C

Maybe 100Mhz. Get this for overclocking: http://www.newegg.com/Product/Product.aspx?Item=N82E168...

Got my 8350 to 4.9ghz.

It's certainly possible to get more out of your chip on stock cooling, but really it's not a great idea. An aftermarket cooler will ensure that you don't accidentally do something aggravating to your chip. Like, say, setting it on fire.

Could you recommend possibly a cheap less than $100 water cooler. That doesn't require me to refill it?
