Hey guys do you think AMD and Nvidia hold back on their gpu's power until its necessary to make even more powerful ones? Same goes with AMD and Intel's cpus.

I dont quite get what you mean here...
Graphics cards run at their max performance, and are released with the best technology they have available. There are cards like the 280, which are downclocked 280xs for example, but thats to reduce costs to open the market more.

If you are saying they hold onto their products and wait to release them, no they dont, there is no reason to.
