Need advice about my build.

Hi. I'm building a new rig. And I decided to go bare necessities, nothing more than I need, no useless features that I won't use at all. So, this is my Build:

CPU - i5-4690
Motherboard - ASRock B85M-ITX
Ram - G.SKILL Ripjaws X Series 8GB (1600Mhz, CL9)
GPU - R9 - 290X. Can you recommend me the most quiet one?)
SSD - Samsung EVO 500GB
HDD - WD Green 3TB x2
Case - Cooler Master Silencio 352
Blu Ray Reader.

Now, my Question is:

Which Power supply to get? It must be semi-modular, most quiet as possible and the ideal Wattage output and fully haswell compatible. No over wattage that I won't use. Also, as most efficient as possible as well. Price is not an issue.

And what fans to get? I want black fans, the most quiet as possible. I will want to use 4.
And a good quiet CPU cooler, that is 155mm so it can fit the case. And it's ok if I must replace the Fan. Just recommend one as quiet as possible.

Any help would be very appreciated. As the PSU and fans it's where I always get to struggle.

Why get a b85 for a z97, cpu? To avoid any bios issues/updates get the h97 gaming 5 instead, best version of 290x is either the msi lightning, asus matrix platinum or sapphire tri x, all three are just as good as each other, pick whatever looks the best, for psu, a 650w will be needed to run a 290x I think, well, that's what's recommended, a xfx or seasonic ine will do nicely, corsair air series fans are black and you can add red or blue trimming to it if you wanted to, why do you need a cpu cooler? You can't overclock so the stock cpu will be fine

I can update the Asrock. It's all about cost reduction and some useless ports. And I want specifically a Mini-Itx build. Cleaner looking. And a lot of the H97 have ports that I don't intend on using. And A cooler for the CPU, it's just because the stock one is too loud for my taste. I have it and testing it for my sister, and it's just too loud for me. So, a better aftermarket that is cool and quiet is a must for me. The money that I saved from not going on a K or high end Motherboard allows me to get better PSU and fans.

Yes, understandable, but when it comes for you upgrade cpu, you might have to change the board as well, which can cause some trouble
