Why does my core speed jump around?

I'm a rookie at OCing and I just tuned the clock speed in my BioS from 3.30 to 4.00GHz. But when I'm on my computer it jumps around anywhere from 1600MHz core speed to 4006MHZ? Is there any way to get your computer to just stay at 4GHZ at all times?

EDIT: I have a i5 2500K CPU, H100i Cooler and an Z77-D3H MOBO.

I think it is called "Speedstep" (EIST - Enhanced Intel SpeedStep) on Intel CPUs. AMD has similar tech called "Cool n Quiet". It is a power saving feature. You should be able to disable it in your BIOS.

In most cases it does the job and it doesn't need to be turned off. I have heard of cases where an OC is right on the edge of instability and speedstep/cool n quiet causes the OC to fail.

There are a few cases also where some games have issues with it causing stuttering and slowdowns.

In general there is no real reason to disable unless there is a specific problem it is causing.

Thanks for the detailed quick response, I guess ill keep it on. I have one last question I have it OC'd to 4.00GHZ but why does it show in my "systems" that my CPU is 3.30Ghz to 5.90Ghz?
