It seems to be artifacts, this would be caused by your GPU, have you overclocked it at all? Check the fan on the GPU is it spinning freely, or is it running slow or odd in any way, shape, or form? Also post your specs.

Looks like artifacting to me. It may be a GPU problem and require RMA.

It's possible you got a dud. It's rare but happens. I'd just return it for a new one.

Okay, its just such a pain as all the money i had saved up went into the card(im 14 and this was a birthday present and the other parts were paided for by my dad) but i was waiting to build it for months , then this happens :'(

EDIT: Definetly something to do with the gpu, unplugged it and no boxes or anything like that whilst using hd 4600 graphics

Just contact the website or company the card is made by, speak to them, if they come to the conclusion that you basically got a dude, they will exchange it for a new one. Make sure it's properly in the board and it has the pci connectors connected correctly, I've seen it happen when the card wasn't getting sufficient power.

yeah i checked that all the wires were connected properly, gently made sure that the card was it the pci slot properly, and moved all wires away from it, thought it could be interferance or something(silly but it was just to be sure) Also i have a evga 500w, and 500w is the minimun that the gpu needs

Then it seems you will need to RMA the card.
