OV MAX limit keeps hitting 1 on both GPU's

i have two 780ti SC EVGA cards NON-OC'ed, and i was playing bf4 just now and saw that my OV max limit would hit 1 for a little while and then go back down to 0 for a little while, and then go right back up to 1. It also goes up to 1 when I hit the windows keys to go to desktop and click back into the game. Along with this, sometimes my voltage limit for both gpu's goes straight to 1 from 0. It remains at 0 when not playing games of course. For my top GPU, its pretty common for my Voltage limit to stay at 1 alot of the time. is this normal? my temps are in the 70's with fan speed at 79%. Could this be a mobo issue not doing SLI correctly? The top GPU is new.

asrockextreme9 x79, 4960x cpu, 480gb neutron gtx raid 0, 2133mhz 16gb doinator platinum. 1500w evga psu

Nvidia's card automatically clock higher until they reach one of 3 limits: temperature, TDP, or voltage. That is perfectly normal, it just means that your cards are at the max voltage that Nvidia allows them to draw.

so its totally fine that my OV max limit hits 1 for like 20 seconds then goes back down?

alright, so another question. whenever i enable or disable SLI, my core clock/s get stuck at 549mhz. they go back down to 324mhz whihc is normal, but they only go up to 549mhz unless I restart. any idea why?

the newest one. 340.52 its happened on the 337.88 driver as well. Now could this be a mobo issue not configuring SLI correctly?
