Can a mobo cause strange core clock drops?

I have SLi 780ti SC non oc'ed and have been noticing my core clocks go down to like 679mhz sometimes when i play counter strike source, and when I play bf4 sometimes they get stuck at 980mhz and dont move. also, whenever i disable or re-enable SLI my core clocks get stuck at 549mhz, they fall down to 324mhz which is good, but they only go as high as 549mhz, or even 679mhz. can my mobo be causing such strange thing? Also, during these clock dips, i have seen weird fps issues as well such as lower FPS, and there have been times where I have been stuck at 30-40fps on bf4 for no reason and the clock speeds read 679mhz. this shouldn't happen with two 780ti's in SLI. Could this be a mobo issue?

my top card is new, but i bought it because my other card was doing the same thing.

asrockextreme9 x79, 4960x cpu, 480gb neutron gtx raid 0, 2133mhz 16gb doinator platinum. 1500w evga psu

still doesnt explain the 30-40fps I get stuck at and have experienced with a few maps. it'll be at random. Im thinking its the mobo not transferring the right signal or something. sometimes i'll look one way and be at a certain fps and i'll look back the same way and be at a different fps. it doesnt make sense, its like something is not registering correctly. i see my fps get stuck sometimes too, for instance i'll get stuck at like 85fps, when I should be way higher, and it seems like when I look up and have my FPS shoot as high as it can go, and look back down it'll reset the fps to where its back to normal.
