Fried CPU or Mobo (I think)

Looking for help before I go ahead and purchase a new CPU or Mobo

My build:
Mobo - ASRock 970 pro3 R2.0 AM3+
CPU - AMD FX-6300 Vishera 6-core 3.5GHz (4.1 Turbo) socket AM3+
CPU Cooler - NZXT Kraken x60
GPU - galaxy gtx770 hof edition
RAM - G.SKILL Ripjaws X Series 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 2133
PSU - Corsair CX600M

Hey, so I attempted at OCing my CPU and changed the multiplier from 11x to 16x (like an idiot) and as soon as i saved changes in my BIOS my screen went black as if it normally restarted but it never posted again. It continues to not post but everything else powers up and works when \i turn the computer on, fans, pump, etc. Im pretty sure I fried the CPU or Mobo but i dont know which one since everything else on the Mobo works maybe i fried the socket, is there any way to know without going through the hassle of testing my mobo or my CPU with someone elses equipment?
