If a failing psu can't supply enough power to the GPU, can it cause the gpu to stutter in some games?

If you know for a fact your psu is failing you shouldn't be worrying about your GPU stuttering you should be out buying a new psu so more problems aren't caused.

One possibility is a bad video card driver rather than a failing PSU. Mind posting your setup? Also I would reccomend updating your drivers, or uninstall and reinstall them just to make sure it isn't a video driver issue.

What about GPU? Also, you need to replace that power supply at once! Raidmax psu's are absolutely terrible.
Might I suggest this: http://www.newegg.com/Product/Product.aspx?Item=N82E168... Depending on your GPU this may work well.

Have you attempted a video card driver reinstall? If so did it fix your problem? If it didn't then the only thing I would consider being the problem is that raidmax psu.
I'd consider this psu for you http://www.newegg.com/Product/Product.aspx?Item=N82E168... It falls right under Tier 2A, which is great! http://www.tomshardware.com/answers/id-1804779/power-su...

Some extra input on this problem would be helpful as, if the driver doesn't solve the issue and a PSU replacement(which needs to be done) doesn't solve it then I would say it's possible GPU problem, other than that not sure.

I would look at the drivers first too.The raidmax isn't the best, but should be able to power everything fine.
