What is bottlenecking my fps in games (battlefield 4)? my cpu? or my graphics card?

So im trying to find out how i can increase my FPS specifically while playing Battlefield 4. This game specifically because its the game that i get the worst FPS on. My game likes to hangout around 40FPS +-. I run it at 1920x1200 and here is the interesting part:

I dont notice much of a FPS difference when increasing or decrease my settings in game. I can be on ultra, or low, and still have a similar FPS. AA at max, or off, doesnt seem to do much either. This leads me to believe that perhaps it is my CPU that is bottlenecking my performance. What do you think?

Specs: AMD Radeon HD 7850 2GB
AMD FX-4300, quad core, 3.8Ghz
8.00GB Dual-Channel DDR3 @ 666MHz (9-9-9-24)

I understand it's possible I left out some important information. If there's anything I missed, please let me know. Thank you for your time

From Task Manager, when playing games, what % Usage is your CPU on? I'm suspecting that it's causing a bottleneck.

What PSU make and model do you have?

I'd say both but more so CPU if ultra to low textures aren't making a difference.

Might be the CPU and the Ram ( running too slow )

Running in the high 90%. my PSU is Xtreme gear 600W ATX power supply

So then your CPU IS bottlenecking your GPU.

Alright thank you for the help. I was thinking about the AMD fx-8320 8 core, 3.5Ghz. comments on this CPU? And my PSU isnt affecting my performance is it? Its just a crappy PSU that is potentially dangerous to the components yes?

The 8320 is a very good CPU. It really should have a 990fx motherboard though.

Yes the CM Extreme are dangerous.

Its a series of mobos. They are designed to work with the 8 core cpus.

Well i have been cursed with the MSI USA 760GM-P34 (FX) mobo. should I reconsider my CPU choice?

Yes. There a few 970 chipset mobos that are OK (but not great). But no 760 mobos are any good for 8 core fx.
