MSI twin frozr III 7950, having a lot of driver display crashes and throttling, help.

quite a bit lately while playing a game (FFXIV) my driver has been crashing and having some bad throttling. The card is just under a year old and i noticed it seemed louder than usual a couple months back, but it hasnt been running bad until i started playing again. It hasnt gotten to hot, never seen it above 68C~ so i cant see it being that.

GPU:MSI twin frozr III 7950 (14.4 drivers)
CPU i5 3570
PSU: Rosewill Stallion Series RD700 700W ATX12V V2.3 SLI
MB: MSI H77MA-G43 LGA 1155 Intel H77
RAM: 8gb (some generic brand)
Windows 8.1 (though this was happening on windows 7 also)

Should i be RMAing this card before i cant anymore or is this more of a software thing?

Sadly it didnt seem to help, its now showing its under almost full load even though im just watching a video and nothing else. I went and replaced the thermal paste on the GPU just to be sure it wasnt that. I have a feeling im gonna end up returning it.

Edit: noticed while it was like that i ran process explorer and noticed "steam.exe" was running when i have no used steam in a while (it was not in the background or anything). After about a couple mins the gpu went back to normal and it got quieter. Not sure if that was the problem with that, have not played the game long enough to see if the display crashes.

Already did that (i think i posted that already) and no it wasnt overheating weirdly enough, no more than 68C~ while under load.
