Internet Explorer Keeps Trying to open

When I start my HP PC (Windows Vista) I get a message saying 'Windows Explorer" has ceased functioning. It then says its looking for a solution and proceeds to keep looping/cycling thru the same 2 messages endlessly. The **problem** is it never stops ergo I cant access anything on the desktop as it blocks all access. Thus no access to program manager or ANYTHING. It wont even allow me to turn it off w/o yanking the battery and unplugging it.
I've read some advice about turning off the IE and so on, but I have zero control over the PC...?? Any ideas are greatly appreciated. Cheers David, Paris France.

Thx much! am sure that would work. Also read abt how to do a safe mode and a system restore. However as the "windows explorer" message never stops flashing, it prevents my accessing anything on the desktop, including being able to open a program manager, etc. Nothing works, i.e. clicking has no function so decided to bite the bullet and bring it in.

Wait, Internet explorer OR Windows explorer? Just letting you know that they are completely different things. If the problem is in Windows explorer you should back-up all your data and do a clean reinstall of your OS.
