CPU overclocking showing in BIOS but not in CPU-Z or Windows

Hi,

Just built my first computer and decided to do a little bit of overclocking. I kept the base clock at 100 and set the multiplier to 42, making it 4.2Ghz OC. My OC shows in my BIOS but not in CPU-Z or Windows. Also, I see the OC briefly at 4199.97 in CPU-Z before it goes back down to 799.98. When I use prime95 to stress test along with Real Temp 3.70, it shows 3.5Ghz in real temp along with CPU-Z under max load. Do I need to make some additional changes in my BIOS?

Here are my specs:

Motherboard: Gigabyte Z97x-Gaming 7
BIOS version: F6
CPU: i5 4690K
CPU COOLER: Noctua NH-D15
RAM: Corsair vengeance 8GB
GPU: Gigabyte R9 280x GV-R928XOC-3GD (rev. 2.0)
PSU: EVGA G2 750W
HDD(s): Crucial MX100 256GB & WD Black 1TB
OS: Windows 8.1

Have you set turbo boost as enabled in your bios?

In the BIOS, set Turbo Boost to Enable. Also Enable EIST (Enhanced Intel Speedstep Tech)

In Windows Advanced Power Options, set the Profile to "High Performance".

Ok, I did all of that and it still didn't work. It shows that I have a multiplier of 8-42 from CPU-Z but under load, it shows only 35

Go into RealTemp in the Settings window and make sure Disable Turbo is NOT checked. You need Intel Turbo Boost to be enabled so these CPUs can go up to full speed.
